Saudi Arabia Awards Charter Tenders To Jazeera And BeOnd Groups
Two new charter operators picked under Vision 2030 push
Saudi Arabia’s General Authority of Civil Aviation (GACA) has awarded two National Charter Air Carrier tenders to alliances led by Jazeera Airways and BeOnd Aviation. The decision was announced on December 10, 2025, and is part of Saudi Arabia’s Aviation Program under its wider Vision 2030 plans.
What these charter services are expected to cover
The new charter operations are designed to add capacity in travel segments that often need flexible lift, including:
-
Hajj and Umrah group travel
-
Private and corporate travel
-
Specialized leisure demand
BeOnd says it will base aircraft inside Saudi Arabia
BeOnd CEO Tero Taskila says the airline plans to base and operate aircraft within the Kingdom. The company frames the Saudi expansion as a key step in building luxury-focused travel “gateways,” aligned with Saudi Arabia’s goal of attracting 150 million annual visitors by 2030.
GACA: competition and investment are the goal
GACA says the winning alliances were selected through a competitive process that reviewed:
-
regulatory compliance
-
commercial feasibility
-
alignment with national aviation priorities
While both groups include foreign investment, GACA notes they meet local rules requiring majority Saudi ownership.
GACA’s projections through 2030
GACA expects the charter program to deliver, by 2030:
-
service to 48 domestic and international destinations
-
about six million seats per year
-
a combined fleet of 21 aircraft
-
around 1,000 jobs
Bottom Line
Saudi Arabia has chosen Jazeera-led and BeOnd-led alliances to launch new charter operations. The aim is to expand capacity for religious travel, premium demand, and other charter markets—while boosting competition and investment in the Kingdom’s aviation sector.
